Vehicle Registration & Renewal
Registering new/used vehicles in Nevada. We assist our clients in ensuring they were given all the paperwork they’re required to be given by dealerships they have purchased from. Many dealerships here in Las Vegas refer their clients directly to us after they purchase so they can register.
Mechanics Liens
Car fixed, the customer won't pay, car in the way, then Lien it today. We provide clerical and information verifying services to complete lien packages for sale at auction.
Vehicle Title Correction and Transfer
Title creation and transfer for new buyers. We also can assist in correcting titles that were printed inaccurately.
Duplicate Title Application
If a client has lost a title in their name, we can assist them in applying for a duplicate title.
VIN Inspection Certificate
In order to register a vehicle coming from out of state, or with an out of state title, a VIN inspection is necessary. We charge $20 to do these.
Specialized/Personalized Plate orders
If a client would like a personal or vanity plate, we are able to order them at the same time we submit for title and registration. Doing it through this process is easier to complete rather than having clients order the plate prior to coming to us.
Handicap Plate/Placard orders
We assist in applying for handicap plates and placards as well. A signed SP-27 by the customer’s PCP is required for this.
Affidavits
We can prepare erasure affidavits, one & the same, SPOA & POA forms, NV live insurance forms, and a plethora of other controlled or notarized documents.
Notary public
Dee, Chuck, and Chris are all licensed Notary Publics here in the state of Nevada. They can notarize the forms needed for our clients to complete their paperwork, as well as notarize other forms brought to us for other reasons.
State searches/auto checker reports
If the last registered owner or state a vehicle was titled in needs to be verified, we are authorized to obtain that information.
Services to local dealerships, assisting in titling and registering their clientele
If a dealership needs assistance in completing a portion of the paperwork process, submitting for actual title, or creating EDRS forms, we are authorized to assist in that. Oftentimes, dealerships will give us the MCO (maker’s certificate of origin) and ask that we add the lienholder on and then title, rather than handling that themselves. The title clerks employed by the dealerships are able to call us and verify that they are filling out their forms correctly as well.
IFTA accounts
A service mainly handled by Chuck, he can assist client’s in managing their accounts with the International Fuel Tax Agreement.
This is a service for clients who own trucking companies or haul themselves, to track their mileage and fuel.
Federal/ State/ DMV business licencing
If a client would like to obtain their Business, dealership, or garage license, we are authorized to assist them in obtaining those and keeping them current.
Commercial vehicle registration
We are authorized to assist companies that have commercial trucks/ food trucks/cargo vans/ and specially constructed vehicles in registering and titling their vehicles.

We started in 1998 as Bittner Enterprises, as a Mechanical Lien company. We provided clerical support to businesses until 2003 when we expanded operations and became B & L DMV Services LLC. After a bad bought with the DMV, Chuck and Dee decided to become a concierge service that assisted clientele in the registration and title of their vehicles who had similar issues previously.
